Aes Sedai may bond whoever they wish. Asha'man and Aes Sedai may bond one another, and Asha'man may also bond non-channelling women. Asha'man may bond as many people as they wish, as can Aes Sedai, however only the Greens generally bond more than one Warder, and the Reds never bond men.
Asha'man also rarely bond more than one person, though there is no rule against bonding more, and most often bond other channellers. As they have no need for Warders, bonding is usually made for personal reasons. Only those bonded to Aes Sedai are referred to as 'Warders'; anyone bonded to an Asha'man is referred to only as a bondmate.
Trainees and Younglings may not bond until they have finished their training. You must have the person's permission before you bond OOC, although if you want to roleplay it as being forced IC that's OK. No special permission is required to bond, but please consider your decision carefully as the bond may be transferred or broken only in extenuating circumstances.
All Bondings must be roleplayed. If you wish to bond an NPC, you should complete a Major Role Play. If you wish to bond another PC, you may roleplay it in a general thread in whatever forum you choose.

Aes Sedai rarely bond for romantic purposes. In the past Age, the Greens were known for often having relationships with their Warders; however, after Tarmon Gaidon, this changed. While many Aes Sedai survived Tarmon Gaidon, few Warders did; the pain of many Greens losing, not only two or three Warders, but lovers to boot, was almost too much. Nowadays, while Greens still bond multiple Warders - they are still the Battle Ajah, and theirs is a pragmatic purpose - and may even have 'relations' with them, they are unlikely to marry, knowing full well the dangers both they and their Warders may face on a daily basis. In fact, Aes Sedai of other Ajahs are more likely to marry their Warders than are the Greens, though it is a rare practice in any Ajah.
For an example of a typical bond, you may look at Lan and Moiraine. Theirs is not, and has never been, a romantic or sexual relationship. Bondmates must trust one another entirely, and love one another - and I am not talking about romantic love. It is for this reason why Aes Sedai are sometimes known to bond family, such as Elsi and Jari had been planning.
All Aes Sedai, both men and women, can and do bond Warders of both genders. This may depend on sexual preference, but more likely will be based on practical considerations. Greens in particular, both men and women, often go to the Training Yards to watch Gaidin and Gaidar, in order to scope out potential bondmates. The only Aes Sedai likely to be anywhere near the Yards for 'other' purposes are those already bonded or in a relationship, though most Aes Sedai would not dream of appearing so foolish.
Aes Sedai may also bond one another, or Asha'man, though these pairings are rarer. And yes, there are 'pillowfriends' in the Tower, of both genders. This may be seen to occur more frequently in the Red Ajah, where men are not allowed and Aes Sedai only bond women, but they are not uncommon in any Ajah - the Greens, with their sometimes overt sexuality, are another of note. In fact, such relationships may even be said to be tacitly encouraged by the Tower, as neither marriage nor pregnancy may result.
Asha'man may also bond one another - probably the more common pairing - or Aes Sedai. Some do bond Gaidin and Gaidar, though the practice is uncommon, and likely for personal rather than practical reasons. Unlike Aes Sedai, the majority of Asha'man remain unbonded; needing no warriors for protection, bonding is often done as a sign of affection, or for other, largely idiosyncratic, reasons.
Lastly, both Gaidin and Gaidar often bond. The desire to bond into the White Tower is the most common reason people come to the Garrison, though many men and women wish simply to train with Tar Valon's famed warriors. Those who do not bond some time after completing their training may remain in the Tower to train, join the Tar Valon guard, or leave. Those who leave are no longer known as Gaidin, merely as having been Tower-trained. Both Gaidin and Gaidar are equally likely to bond, and in most cases are equally willing to bond male or female Aes Sedai. Sworn to the White Tower when they are raised to Younglings, Gaidin and Gaidar for this reason almost never bond Asha'man, though it has been known to happen.
Regular citizens may also bond, though most Aes Sedai prefer a man or woman who has been trained by the Gaidin. An Aiel who chooses to bond - and this is almost unheard of - must give up his or her Aiel traditions.
